Leon County Sheriff's Office This law enforcement agency had and continues to have the primary role in the murder investigation because the victim's body was found on the Leon County side of the Navasota River. Location-Leon County is bounded by the Navasota River to the west, and the Trinity River to the east. Centrally located on Interstate 45 between Dallas and Houston, the county seat of Center- ville has a population between 800-900. The 2000 census pegs the county's pop- ulation at 14,870. Location, Location, Location-as will be seen as this sad, yet fascinating, mystery unfolds, the location the victim's body was found raises some curious and interesting questions. To begin understanding the curious nature of the location the victim's body was found, one needs to consider the route the victim took from his office in Waco to his death on the east bank of the Navasota River that fateful October 16, 1986 day. To help understand the significance of the location, go to the Leon County official site, click "MAP" and use the 4th bar up from the "ZOOM OUT" button when the MapQuest map appears. |
The Investigators-it appears from newspaper reports that Leon County Deputy Sheriff Kevin Allen may have been the initial primary in- vestigator on the case. Not long after the murder hit the press, it appears Deputy Allen dropped from sight, and Sheriff Royce Wilson was the primary on the in- vestigation. It is believed that former deputy Kevin Allen may have moved to the midwest part of the U.S. and may still be in law enforcement. If you can locate Kevin Allen, please advise of how he can be contacted. There is a belief that had he stayed on the murder case, it might have been solved long ago. Sheriff Royce Wilson was finally defeated after a long period in office. The current sheriff can be contacted by going to the Leon County official web site. Click on "Sheriff" at the official site.
